The charges are in fact job codes which are linked to a category. A charge code breaks the work type down as to how the firm wants to describes the jobs it does. You can also use charge codes for producing a standard fee for invoicing. So you may have a category like Auditing and then you can have the various job codes linked to auditing like cash book audit, debtors audit etc.
There are 2 views of the charge code setup screen. The list view as well as the form view. Click on the switch view icon to to switch between the two views. You would use the form view to enter all the details about charges.
